Does anyone know anything about doing online surveys where you have to pay to join?

I was looking at TopOnlineSurveys.com and I was just wondering if this program is legit or just a scam. I want to join so I can make extra cash. However, to be a member, you have to pay upfront about $40. The website looks and seems good/legit. Should I join??
